Lessons learned from early warning systems: What do they have in common?

Abstract:
In all types of disasters, the early warning system has a basic framework consisting of (1) a broad spectrum of monitoring techniques, (2) a mechanism for collating and evaluating this disparate data, (3) a routine for converting the relevant data into a prediction or a forecast of an impending hazard, and (4) a system for issuing the relevant warning to those at risk. The panel discussion is designed to explore how the lessons learned in one type of disaster can be transferred in order to improve the early warning systems in other types of disaster. This is in line with the objectives of the IDNDR to integrate the approach to disaster mitigation.
