An experience of floods mapping on German and Russian rivers using aerial and satellite surveys.

Abstract:
Remote sensing methods for the collection of information are perfectly adequate to the spatial-seasonal nature of floods. Methods of flood mapping based on aerial photographs and satellite images were worked out by specialists of the Water Management Institute (in the former GDR) and the State Hydrological Institute (in Russia). The investigations were carried out on the next rivers: Obi (1973,1979), Zaale (1979), Volga-Achtuba (1983) and Elbe (1988). The various remote sensing informations used are: composite aerial photographs, multiband photographs (type MKF-6), aerial radar images (1:90,000 and 1:180,000 scales), surveys of SPOT, LANDSAT, COSMOS and RESURS satellites. "Ground truth" investigations with spectrometers of varied flood-plain formations made it possible to interpret reliably satellite images of different ground resolution.

As a result the photointerpretation signatures of flood-plain formations and of river waters of different turbidity were discovered. For the investigated rivers the characteristics of inundated lands were determined in concrete years, and the generalised parameters for some large flood-plains were calculated. The final data have a diagnostic and prognostic character; they may be included, as a basis, in GIS.
